The Governing Body

            We the charter members of the Lambda Tau Phi, in order to form a more perfect fellowship, establish and insure fraternal relations, govern ourselves in a proper manner, promote the general welfare of our brethren, do hereby agree at all time, to the best of our ability uphold and maintain this, the constitution of Lambda Tau Phi.

I

Legislative and Executive

            The governing body of Lambda Tau Phi shall consist of the following officers to be elected by a majority vote of the active brothers at an election to be held at the last official meeting of every semester: Master, Lieutenant Master, Sergeant at Arms, Scribe, and Exchequer. These officers shall assume their duties at the next official meeting of the fraternity.

Master

1.       The Master shall be a student at Alfred State College, shall have been affiliated with Lambda Tau Phi and shall have been an active brother for one year.

2.      The Master shall preside at all fraternal meetings, appoint, and be a member of all fraternity committees, and shall supervise all other fraternity officers.

3.      The Master shall give supervision to the fraternity and its officers and see that its constitutional duties, and Alfred State standards are being fulfilled.

4.      The Master shall appoint before the assumption of his duties Chaplain, Inner aide and Outer aide, to act during the Master’s term in office. The Master may temporarily appoint officers to fill any vacancies in the positions at any official meeting when they shall be vacant.                   

5.      He shall coordinate the functions of the chapter officers and committees.                                

6.      He shall appoint any special committees for expediency in carrying out the programs of the fraternity.

7.      The Master shall remove any position in the house as he deems necessary.

8.      The Master serves a term of two semesters.        

9.      He shall perform such other duties that his office may require. For performing these duties, he shall receive a handshake.

Lieutenant Master

1.      The Lieutenant Master shall be a student at Alfred State College, shall have been affiliated with Lambda Tau Phi and shall have been an active for one year.

2.      The Lieutenant Master shall be prepared to discharge the powers and duties of the Master in case of his removal, death, resignation or inability to discharge the duties of his office.

3.      He shall carry out such other assignments as the Master may prescribe.

4.      The Lieutenant Master shall serve a term of one semester.

5.      He shall perform such other duties as his office may require. For performing these duties, he shall receive a handshake.

6.      Pledge Master

a.      He shall supervise the pledges from the first day of pledging to the last day of pledging.

b.      He shall serve as Pledge Master, giving all the pledges the opportunity to learn the fundamentals of Lambda Tau Phi and to become imbued with the spirit of the fraternity before their initiation into the active brotherhood.

 

Sergeant at Arms

1.      The Sergeant at Arms shall be a student of Alfred State College, shall have been an active brother of Lambda Tau Phi for one year.

2.      The Sergeant at Arms shall perform such disciplinary measures as deemed necessary by the Master.

3.      For any and all events with alcohol involved Sargent at Arms will remain sober and oversee the fraternity behavior.

4.      The Sergeant at Arms is responsible for issuing any fines, as he deems necessary.

5.      The Sergeant at Arms is also responsible for mediating any conflicts between members of the fraternity.

6.      The Sergeant at Arms is required to serve a term of one semester.

7.      He shall perform all other duties pertaining to the office of Sergeant at Arms. For performing these duties, he shall receive a handshake.

Exchequer

1.      The Exchequer shall be a student of Alfred State College and shall have been and active brother of the Lambda Tau Phi for one year.

2.      The Exchequer shall supervise all financial transactions of the fraternity, including those of social chairman, which shall be granted upon request.

3.      He must submit a complete report of his office at every meeting, of both house and social funds.

4.      He shall receive all house money of the fraternity and keep an accurate record thereof.

5.      He shall diligently collect all membership dues and fees, and all assessments. He shall keep an accurate record of the payments made by each individual member of the fraternity and give a written receipt for all such funds.

6.      He shall have the financial books of the fraternity properly audited at the close of his term as Exchequer before turning over the duties of his office to the newly elected Exchequer.

7.      He shall make reports of the condition of the fraternity treasury to meetings and to meetings of the Executive Committee.

8.      The Exchequer shall serve a term of one semester.

9.      He shall perform all other such duties as required by his office. For performing these duties, he shall receive a handshake.

Scribe

1.      The Scribe shall be a student of Alfred State College and shall be an active brother of Lambda Tau Phi.

2.      It shall be the duty of the Scribe to keep record of all fraternity activities. This shall include the minutes of all regular and executive council meetings, a house history, and event photos for evidence for standards.

3.      He shall secure the minutes of the regular and special committees of the fraternity and enter them into the minute files.

4.      The Scribe shall serve a term of one semester.

5.      He shall perform all other such duties as required by his office. For performing these duties, he shall receive a handshake.

 

II

Financial

1.      A budget of each semester shall be drawn up by a committee with the Exchequer as chairman and approval by the active brothers.

2.      From his budget, dues shall be set for the coming semester. 

3.      Special assessments may be set at any time deemed necessary by a two-thirds vote of the active brothers.         

4.      Lambda Tau Phi shall maintain a separate fund to be known as the sinking fund according to the following schedule and conditions:

1.      Any month during the academic year when there exists no outstanding loans or mortgages against the fraternity, the fraternity shall contribute a sum decided by the Executive Board.

III

Amendments

The Constitution of the Lambda Tau Phi can only be amended by a two-thirds majority vote of the active brothers at the yearly constitution revisions.

By-Laws of Lambda Tau Phi

I

Definition of Terms

1.      An active brother shall be defined as any brother of the Lambda Tau Phi:

a.       Actively attending meetings and events.

b.      Paying dues.

c.       Attending pledging events.

2.      An inactive brother shall be defined a brother who chooses not to attend events or pay dues.

3.      An alumni brother shall be defined as any brother who is not currently taking classes at Alfred State College.

4.      A pledge shall be defined as a candidate for membership who has accepted a bid to the Lambda Tau Phi, but who has not completed the pledging process.

5.      The term “affiliated” shall be interpreted as meaning associated or connected with the fraternity as a brother or pledge.

6.      The term “member for one year” shall be defined as a member who has been an active brother for two semesters. The term “member for one-half year” shall be defined as a member who was an active brother at least one semester.

7.      A “newly inducted brother” shall be defined as a member who is part of the most recent pledge class.

8.      An “academic year” shall be defined as the first official class day of the fall semester of the school year, until the last official class day of the spring semester of the school year, as established by the administration of Alfred State College.

9.      A quorum at all regular and special meetings shall be two-thirds of all active brothers.

II

Membership

1.       A permanent record of the active, honorary, and alumni brothers of the Lambda Tau Phi shall be kept on file in the archive. This record shall include a personal history and permanent address.

2.       Any male who is a student of Alfred State College is fit to be given an opportunity to become a member of Lambda Tau Phi. No discrimination shall be on the basis of race, religion, ethnicity, or creed.

3.      A majority vote shall commence when deciding who will receive a bid.

4.      When a ballot is cast for a prospective pledge, the Sergeant at Arms, Scribe, Lieutenant Master, other than a member of the governing body, to be appointed by the Master, shall act as tellers. The results shall not be announced until they are completed.

6.      A dropped pledge may maintain a relationship with the fraternity if the active brotherhood has a three-fourths decision before formal pledging. A pledge will be dropped, if the active brotherhood has a three-fourths decision or at any time during formal pledging.                      

7.      Honorary membership may be conferred by a unanimous vote of the active brothers of the fraternity, upon educators, outstanding citizens and others whom the fraternity deems to have merited such honor.

8.      Any brother of the house, in good standing finding himself unable to continue in his present status as an active brother, shall present his resignation to the house; and upon a two-thirds vote of the active brothers may be placed on the inactive list with the privilege of retaining his pin, or his resignation may be forfeited. An inactive bother, who was still a student the previous semester, under no condition, may become active except by a two-thirds vote of the active brothers.

9.      An inactive brother shall be denied the privileges of living in the house with an exception of two thirds vote by the active house.

10.  All men affiliated with the fraternity at the beginning of the academic year shall be required to live in the house during that year with the exception of:

a.      Those affiliates who live with their immediate families.

b.      Those affiliates who accept a position as a residential assistant.

c.       Those affiliates required to live in dormitories as required by their college.

11.   If the house if full, the brothers having the best reasons for living outside may do so.

12.  If the house is not full, any brother eligible to live in the house who fails to do so during the academic year shall automatically become inactive unless he is allowed to remain active by a two-thirds favorable vote of the active brothers upon his request and desire to remain active.

13.  An active brother who leaves school before graduation shall be considered inactive for the period he is absent. At the time that he may return and again enroll in Alfred State College he shall have the privilege of becoming active.

14.  An inactive brother shall be not allowed to come to meetings unless approved by the Master but shall not have the privilege of voting.

 

 

 

III

Officers

1.      The degree of authority of the Lambda Tau Phi shall be: Master, Lieutenant Master, Sergeant at Arms, Exchequer, and Scribe.

2.      The following officers shall be elected by a majority vote by the active brothers at the same meeting in which the governing body of the Lambda Tau Phi is elected: House Manager, Social Chairman, Rush Chairman, Philanthropy Chairman, Academic Chairman, and Chancellor.

IV

Duties of Officers

1.      The duties of Master, Lieutenant Master, Exchequer, Scribe and Sergeant at Arms shall be as stated in the constitution of Lambda Tau Phi.

2.      The House Manager shall be an active brother of Lambda Tau Phi. The House Manager shall have direct responsibility for the condition of all fraternity property.

a.        He shall organize work parties with the purpose of gaining the cooperation of every affiliate in the property upkeep.

b.      He shall, with the approval of the Executive Board, appoint an assistant house manager.

c.       The House Manager shall serve a term of one semester.

d.      He shall perform other duties such as required by his office.

3.      The Social Chairman shall be an active brother of Lambda Tau Phi.

a.       The Social Chairman shall be responsible for all social functions of the fraternity.

b.      At the end of each semester, the Social Chairman shall submit to the fraternity a complete and detailed report of his office.

c.       He shall request for money from the Exchequer if needed for events pertaining to his position.

d.      This position is also responsible for delegating brothers to attend off campus events, to comply with standards.

e.       The Social Chairman shall serve a term of one semester.

f.       For performing these duties, he shall receive a handshake.

4.      The Rush Chairman shall be an active brother of Lambda Tau Phi.

a.       The Rush Chairman shall organize and supervise all rush events.

b.      He shall be prompt in sending out invitations to rushes for rush events and all other activities.

c.       He shall insure that all laws of New York State and all codes of conduct of Alfred State College are followed.

d.      He shall post the names of tentative pledges as soon as they are brought up, other than during the formal rush period.

e.       He shall give to Sergeant at Arms a list brothers of Lambda Tau Phi missing a rush event, from which the choice of a five dollar fine, one hour of community service, and or one hour of study time as punishment will be imposed.

f.       The Rush Chairman shall serve a term of one semester.

5.      The Philanthropy Chairman shall be an active brother of Lambda Tau Phi.

a.       The Philanthropy Chairman shall organize and supervise all philanthropy events.

b.      He shall actively seek philanthropy events offered on campus by other organizations.

c.       He shall keep track of all funds for philanthropy events.

d.      He shall run any school organizations associated with Lambda Tau Phi pertaining to philanthropy.

e.       He shall attend all student senate meetings to represent Lambda Tau Phi’s club.

f.      He may appoint someone as a representative in place of himself in the case he cannot attend.

g.       The Philanthropy Chairman shall serve a term for one academic year.

6.      The Academic Chairman shall be an active brother of Lambda Tau Phi.

a.       The Academic Chairman shall be in above average academic standing.

b.      The position will last one academic semester and depending on performance of that semester, he may be appointed to the position again for the following semester, determined by a two-thirds vote.

c.       The Academic Chairman will follow Lambda Tau Phi Academic Intervention Plan.

d.      The Academic Chairman shall serve a term of one semester.

7.      The Chancellor shall be an active brother of Lambda Tau Phi.

a.       The Chancellor shall be responsible for delegating house cleaning duties to brothers.   

b.      The Chancellor is required to purchase cleaning supplies with house funds.

c.       The Chancellor shall not be a newly inducted brother.

d.      The Chancellor will serve a term of one semester.

 

 

 

 

 

 

 

 

 

 

 

 

 

V

Nominations, Elections, and Appointments

1.      Nominations may be made by any active brother of the fraternity.

2.      All elections shall be by ballot and voting by proxy shall not be permitted.

3.      Elections will proceed according to parliamentary procedure.

4.      All offices may be filled by a majority vote of active brothers.

 

VI

Meetings

1.      There shall be a meeting every week that every active member is required to attend.

2.      A special meeting of the chapter may be called by the Master or four-fifths of the Executive Board, or upon the request of one third of the active Brothers. The Master shall call a special meeting to be held within five days of such a request. In the case the Master does not comply with request within the required time, the remaining members of the Executive Board may set the time and date of the meeting. They shall call and preside over a special meeting of the fraternity within five days of failure to comply. A notice of all special meetings shall contain a statement of purpose of the meetings or of the special business to be discussed.

3.      A majority vote of the active brothers present shall be required to pass any motion brought before the fraternity, unless otherwise specified in the constitution or by-laws.

 

VII

Executive Board

1.      The Executive Board of Lambda Tau Phi shall consist of Master, Lieutenant Master, Sergeant at Arms, Exchequer, and Scribe. The Master shall serve as chairman. Advisors may be invited to attend the Executive Board meetings and shall be given the privilege to participate in the discussion but shall not have voting privileges.

2.      The Executive Board shall meet at least monthly during the academic year. Special meeting of the Executive Board may be subject to the call of the Master, or upon written request of majority of members of the Executive Board.

3.      The Executive Board shall exercise all the powers of the fraternity during the intervals between regular fraternity meetings.

4.      The Executive Board shall advise, with the Master, in the coordination of all fraternity actions.

5.      The Executive Board is responsible for carrying out the resolutions, policies, and activities voted for by the fraternity, through the regular channels as indicated in the duties of the officers and the committees of the fraternity.

6.      The Executive Board shall analyze any problems of the fraternity pertaining to the activities or administration and plan for their solution.

 

 

 

 

VIII

Auditing Committee

1.      The Master shall be the auditor of the Exchequer accounts.

2.      The Master shall audit the reports of the Exchequer and his reports given to the fraternity not later than ten days following their submission. The Exchequer will be held personally liable for any deficit in his accounts or if any audit is not completed.

 

IX

Rules and Regulations of Lambda Tau Phi

1.      Any brother that is absent from a rush event will be fined five dollars, unless excused by the Rush Chairman or the Master.

2.      The fine for missing a house meeting is five dollars, unless excused by the Master.

3.      The fine for missing a required house/school function is five dollars, unless excused by the Master.

4.      Anyone caught emptying a fire extinguisher in Lambda Tau Phi for purposes other than fighting a fire shall be fined twenty-five dollars (or current market value of a new fire extinguisher plus a five dollar fine).

5.      A fine may be issued by the Sergeant at Arms or Master for any given reason.

6.      All fines shall be paid within two weeks of receiving the fine, or it will be doubled.

7.      House duties shall be assigned by the Chancellor.

a.       Failure to do a house or room duty on time or as deemed proper by the Chancellor shall result in a fine of five dollars.

8.      Failure to do library hours on time or as deemed proper by the Academic Chairman shall result in a fine of five dollars.

9.      Failure to do community service hours on time or as deemed proper by the Philanthropy Chairman shall result in a fine of five dollars.

10.  Duties of the brothers for a work party will be posted in advanced by the House Manager.

a.       Absentees will be given jobs to perform during the week to make up for the missed work party.

b.      Any affiliate with an unexcused absence from a work party will be fined five dollars and will have to make up the work party.

11.  Pledges are to be treated with the utmost respect and care.

a.       Any brother found or reported violating any rules or regulations regarding pledging will be formally investigated by both the brotherhood and then the school.

12.  A zero-tolerance policy towards hazing is always in effect.

13.  Alumni must obtain the permission of the school and the Master as well as read Lambda Tau Phi’s “Risk Management Policy” in order to attend a pledge event.

14.  Anyone caught possessing illegal drugs on house property will automatically be made inactive and required to leave. All outstanding debts to the house shall be paid immediately.

15.  Any man indebted to the house for more than five dollars will not be eligible to live in the house the following semester until the debt is paid.

 

 

XI

Amendments of Constitution

            These By-Laws may be amended at any regular meeting of the chapter upon the affirmative vote of the majority of the active brothers, where a quorum prevails, provided the amendment has received the consideration of the Executive Board, and has been submitted to the active brothers at least fourteen days prior to the meeting.
